
This module introduces Master 1 students specializing in Administrative Law to the study of legal English with a focus on administrative concepts and terminology. It aims to strengthen both linguistic and legal competencies in line with the progressive integration of English in Algerian higher education.
The course presents the foundations of Algerian administrative law in English, covering its definition, origins, characteristics, sources, and criteria. It also explores the specific nature of Algerian public administration—both central and local—highlighting the organization of executive powers, the role of ministries, local authorities, and the administrative challenges related to development.
Students will study administrative action, including the concept and types of administrative acts, legality conditions, public procurement mechanisms, and administrative contracts. The module further examines the structure and role of administrative justice institutions in Algeria: administrative courts, courts of appeal, and the Council of State, as well as the judge’s control over administrative activity through annulment review and full jurisdiction.
Through continuous assessment, interactive activities, and translation exercises, students will acquire essential English legal vocabulary, develop academic writing and oral communication skills, and enhance their ability to describe, analyze, and compare administrative systems. The module ultimately prepares learners for professional and academic environments where English is required.
